Preamble
We, the people of Panzook, unite under this Constitution to guarantee dignity, equality, and shared prosperity for every citizen, and to establish a government of the people, led by the People's Vanguard in service of the common good.
This Constitution stands as the permanent record of that unity: a promise renewed by every generation of citizens who work the land, staff the ministries, teach the young, and defend the Republic's borders.
Rights and Duties of Every Citizen
Right to Labor and Provision
Every citizen has the right to meaningful work and the provisions necessary for a dignified life.
Right to Education
Every citizen has the right to free civic and technical education throughout their life.
Duty of Civic Participation
Every citizen shares the duty to participate in the civic and political life of the Republic.
Duty to Defend the Republic
Every citizen of eligible age shares the duty to defend the Republic and its people.
Right to Health Care
Every citizen has the right to public health care, provided free of charge through the Republic's regional clinics and hospitals.
Duty of Honest Labor
Every citizen shares the duty to contribute honest labor toward the common good, according to their ability and station.
Principles of Collective Ownership
Land, industry, and the means of production belong to the people as a whole, administered by the Republic for the benefit of every citizen and region.
Structure of the State
The Republic is governed through four bodies working in coordination, each accountable to the people it serves.
The Central Committee
The highest organ of the Republic, responsible for setting national policy and overseeing the Constitution's enforcement.
The Council of Ministers
Administers the daily affairs of the Republic through the ministries of labor, health, defense, and civic education.
Regional People's Councils
Elected bodies that represent the concerns of each region directly to the Central Committee.
The People's Courts
Independent courts that apply the Constitution equally to every citizen, ensuring justice is never denied.
Amendments and the Rule of Law
This Constitution may be amended only by a two-thirds vote of the Central Committee, ratified by the Regional People's Councils, and published to all citizens before taking effect. No official, minister, or officer stands above its authority.
Ratification
Adopted by the Central Committee in the name of the people of Panzook, this Constitution binds every citizen, official, and institution of the Republic, now and for all generations to come.
